The variable speed allows you to choose the best speed for the ground conditions in this case. When grass cutting, you are often travelling at different speeds depending on the density of vegetation and often you will be going forward and reverse in tight spaces. The hydrostatic control in this application allows you to change speed and direction without engaging the clutch which means that the cutting head never slows down. For flail mowers and rough-cut mowers, this is a real benefit.
